Context

An installation serving 15,000+ personnel needed a more constructive and visible customer-feedback approach. The concept had a fixed graduation-related window and depended on school permission, student participation, the planning and analysis office, garrison leadership, media support, participating directorates, digital distribution, and a limited quantity of physical materials.

Approval authorizes the plan; evidence of results evaluates it.
