Context
A high-volume requirements and configuration environment within a large Indo-Pacific enterprise: thousands of service and configuration actions and approximately two hundred C4I/IT initiatives moving at once. A small core team held the coordinating role while technical authority sat distributed across engineering, cybersecurity, acquisition and customer organizations.
